Over the last week an unusual escalation took place in the Middle East theater of the Third World War.

More than 2,700 people were wounded and a dozen killed by surreptitious placement of explosives in pagers and handheld radios across Lebanon.

Included in the killed and wounded were women, children, and protected diplomatic personnel:

The pager and walkie-talkie attacks killed 37 people and injured more than 2,700 when thousands of the devices suddenly exploded across the country within two days. Some people's fingers were blown off, and others lost their eyes. The victims included an 8-year-old girl and the Iranian ambassador to Lebanon.

The current attacks are attributed to the State of Israel in preparation for its broader military action against Hezbollah in the region. Earlier this year the Israeli legitimization of diplomatic personnel and compounds as military targets despite the laws and customs of war was fully noted by the Company.

The pager explosions were followed up with similar attacks via handheld radios, representing the opening of consumer supply chain warfare as the latest devolutionary front of the Third World War.

Leaked Hezbollah documents indicate the actual casualty toll is far higher and with devastating consequence:

Internal documents from Hezbollah have been leaked, detailing the extent of devastation caused by Israel's pager explosion operations. The documents indicate that at least 879 Hezbollah militants were killed, which include 31 Iranians and 79 Yemenis, as well as 291 senior Hezbollah officials. In addition to those killed, 602 militants were critically injured, likely increasing the death toll to over 1,000 over the coming weeks. Further, 509 operatives were blinded and, as anticipated, since pagers are stored in pant pockets, 1,735 militants have suffered mutilation of their reproductive organs, with 905 of these injuries being irreversible.

Critical continuity industries are extraordinarily vulnerable to both State and non-state hostile intervention in the Age of Militants.

Terrorism has disparate definitions depending on the source of that definition. The famous canard that "one man's terrorist is another man's freedom fighter" is indubitably accurate.

United Nations Security Council Resolution 1566 (2004) states the following in section 3:

Recalls that criminal acts, including against civilians, committed with the intent to cause death or serious bodily injury, or taking of hostages, with the purpose to provoke a state of terror in the general public or in a group of persons or particular persons, intimidate a population or compel a government or an international organization to do or to abstain from doing any act, which constitute offences within the scope of and as defined in the international conventions and protocols relating to terrorism, are under no circumstances justifiable by considerations of a political, philosophical, ideological, racial, ethnic, religious or other similar nature, and calls upon all States to prevent such acts and, if not prevented, to ensure that such acts are punished by penalties consistent with their grave nature;

Additionally the International Convention for the Suppression of the Financing of Terrorism adopted by the General Assembly of the United Nations in resolution 54/109 of 9 December 1999 includes the following working definition in article 2.1(b):

1. Any person commits an offence within the meaning of this Convention if that person by any means, directly or indirectly, unlawfully and wilfully, provides or collects funds with the intention that they should be used or in the knowledge that they are to be used, in full or in part, in order to carry out:

(a) An act which constitutes an offence within the scope of and as defined in one of the treaties listed in the annex; or

(b) Any other act intended to cause death or serious bodily injury to a civilian, or to any other person not taking an active part in the hostilities in a situation of armed conflict, when the purpose of such act, by its nature or context, is to intimidate a population, or to compel a government or an international organization to do or to abstain from doing any act.

The pager and handheld radio attacks are State terrorism in violation of international law:

Mary Ellen O’Connell, a professor of law and international peace studies at the University of Notre Dame in Indiana, said booby-traps are banned under international law. “Weaponizing an object used by civilians is strictly prohibited,” she said.

The laws and customs of war prohibit this conduct by all belligerents in both international and non-international armed conflict in the Protocol on Prohibitions or Restrictions on the Use of Mines, Booby-Traps and Other Devices: in article 7, section 2:

2. It is prohibited to use booby-traps or other devices in the form of apparently harmless portable objects which are specifically designed and constructed to contain explosive material.

This conduct by the State of Israel is in keeping with genocidal conduct that brought proceedings against it in the International Court of Justice, to which Chile has recently declared intervention:

On the basis of the statements set out above, Chile avails itself of the right conferred upon it by Article 63 of the Statute to intervene in the proceedings in the case concerning the Application of the Convention on the Prevention and Punishment of the Crime of Genocide in the Gaza Strip (South Africa v. Israel), and believes that the present Declaration meets the requirements established in Article 63 of the Statute and Article 82 of the Rules of Court and is, thus, admissible.

In consequence of these prohibited attacks by the State of Israel the inception of supply chain warfare has opened as an additional asymmetric front as targeted assets devolve from military logistics to individual civilians through ubiquitous devices:

But with control over B.A.C.'s operations, Israeli intelligence services were allegedly able to modify the manufacturing process for the specific shipments destined for Hezbollah. Now questions remain about how these altered products were able to pass through international borders and reach their intended recipients in Lebanon and Syria without detection — and exposed glaring vulnerabilities in the current paradigm of technology procurement and manufacturing.

“This is the most extensive, publicly-known physical supply chain attack we’ve ever seen, may even see for a while,” said Dmitri Alperovitch, chair of Washington-based geopolitics think tank Silverado Policy Accelerator and co-founder of cybersecurity firm CrowdStrike. “Obviously there was some really exquisite intelligence that had to lead to the ability to interdict and plant explosives in thousands of devices.”

More simply, personal digital devices have de facto become an attack vector for all parties in both international and non-international armed conflict.

Therefore this incentivizes the State, faced with either recognizing the equality of belligerents and thus the legitimacy of competing insurgent legal systems, courts, sentences, and executions - once it has gone down that road of formalizing hostilities against its own people - or doubling down with cascading intranational violations of both IHL and IHRL in furious attempt to rapidly stomp out dissident growth with fait accompli.

Today the list of armed conflicts is extensive and severe. The list of non-international armed conflicts is equally instructive, for the transition from terrorists to statesmen has a well demonstrated path:

Leonard Weinberg and Ami Pedahzur of the University of Haifa have identified several instances in which terrorist groups made the transition into political parties (Weinberg and Pedahzur 2003, 28). The Provisional Irish Republican Army (IRA) in Northern Ireland, African National Congress in South Africa, National Liberation Front (FLN) in Algeria, Farabundo Martí National Liberation Front (FMLN) in El Salvador, Palestinian Liberation Organization (PLO) in Israel, and Mizo National Front in India have all entered the political process after rounds of negotiations. In Uruguay, the urban guerilla organization Movimiento de Liberación Nacional (also known as the Tupamaros) survived a bloody counter-terrorism campaign and reemerged as a powerful parliamentary party when democracy was restored (Weinberg and Pedahzur 2003, 26). After Israel’s war of independence, the Irgun, responsible for the King David Hotel bombings, transitioned into the Herut, a right-wing political party that won fourteen seats in Israel’s first elections (Weinberg and Pedahzur 2003, 21). In Mozambique, the Resistencia Nacional Mozambicana (RENAMO) won 112 seats in the national assembly following a 1992 peace agreement (Jones and Libicki2008, 23).

War always goes both ways. And as the saying goes, "all is fair in love and war".
