Dr. Marat is an attorney, consultant, entrepreneur, and bestselling writer. He graduated magna cum laude from America's most prestigious legal institution, consulted to the Pennsylvania Senate on legal issues, and advised several agencies within the Department of Defense on strategic matters.

DR. EDWARD DE VERE
COMMUNITY DIVISION FELLOW
Dr. Edward de Vere is the nom de plume of a practicing attorney and retired military officer with significant experience in war crimes tribunals. Dr. de Vere was also previously a combat arms officer and has both personal and legal experience with the Law of War in international armed conflict ("LOAC"), rules of engagement ("ROE"), and international norms regarding treatment of civilians and captives during armed conflict and in non-state regimes. He has practiced and taught in these areas. He has significant experience in civil litigation with published opinions in courts in the U.S., Europe, Central and East Asia, and the European Union.
